Also, I'm told by people familiar with the Senate rules that there was a way for the Democrats to stop what happened yesterday. They could have called an immediate executive session, which would have required the removal of everyone in the chamber but the leaders and their respective counsels.
Of course, the Democrats are very green to the whole running-the-chamber thing, which was part of the problem.
One Capitol veteran said: "There should be a drill about what to do when a privilaged leadership amendment is offered. You know: Break glass, pull lever. We used to do it all the time. We locked the chamber. We went down to New York City to drag members back to Albany. We turned back the clocks."
